Optimizer Template Updates

Users asked us to make the Optimizer template more simple to use, so we answered that demand with three changes to the configuration:
- Scenario Basis has been updated to a more streamlined and simple
Fixed Budget - Budget Selector has been updated to be easier to use and seamlessly between budget increases or decreases from a No Change scenario
- Search Bar has been added to the configuration page and the outcome page so that users can easily find campaigns they wish to include in the optimization
